諾亞 創立於 2010 年，當時的台灣線上博弈遊戲只有 公博、7-CLOUB、黃金俱樂部 與 一些體育球版，而諾亞就是在當時創立，名為 諾亞交易網，服務遊戲用戶 購買遊戲點數 。
2011年 諾亞交易網 正式改名為 諾亞娛樂城，是台灣第一個使用 超商金流的博弈網站，並且協助多間遊戲公司企劃開發遊戲。
2013年 諾亞娛樂城 營運公司 進軍國際市場，台灣經營權轉售給 其它公司，改名為 皇驛娛樂城，從而退出了台灣博弈市場。
2015年 諾亞娛樂公司 企劃 與 建構 了多款娛樂城系統，於 2016 年 陸續在台灣上市，包含現今仍在線上的幾間著名娛樂城系統。
2017年 諾亞娛樂 進軍東南亞市場、鬥雞、越南彩、印度。
2020年 台灣的線上博弈遊戲市場， 相比其它國家落後了許多，諾亞營運團隊決定在年底重新啟動，台灣娛樂成系統。

這次我們想將許多國際元素帶給台灣娛樂城用戶，諾亞娛樂城的系統不斷的更新，不管是遊戲還是功能與介面，甚至優惠的設計也打破原本傳統的台灣娛樂城。
我們計畫將 各國的元素遊戲加入諾亞娛樂城，日本的SLOT，日本與香港 正規玩法的賽馬，越南的鬥雞，中國的時時彩，泰國的泰拳，還有一些國家的搏擊市場與電競。
在系統升級計畫，我們計畫將添加許多元素進入諾亞，遊戲直播互動、會員詳細升級制度，全自動 自由優惠領取，與更便利的快捷支付方式，並且加入多國語系，讓在台灣的外籍人士也能一同參與其中。
